The Queensland Government through the Department of Natural Resources and Water and the Environmental Protection Agency recently released an Environmental Offsets Discussion Paper. This paper seeks to find common principles that can form the guidelines for using environmental offsets in Queensland. An offset is a positive gain of an environmental value. Environmental offset policy is an attempt to compensate for negative environmental impacts occurring as the result of a development. For example a party can undertake an activity that reduces an ecosystem service if it also undertakes a separate activity which increases the ecosystem service by at least the same amount.
