The ANMC Nurse Practitioner Standards Project
History of the project
The advent of the nurse practitioner role in Australia signifies an historic development with the extension to the scope of professional nursing practice that has been long awaited. The nurse practitioner will fulfil a pivotal role in contemporary health service teams in varied contexts in making an important and unique contribution to the health and well-being of the Australian community.
The role of the Australian Nursing and Midwifery Council (ANMC) is one of fostering high quality nursing and midwifery practice and assisting nurse and midwife regulatory authorities to achieve national consistency. In that role the ANMC, with a contribution from the Nursing Council of New Zealand, commissioned a project in September 2003, to investigate the scope and role of nurse practitioners and develop national standards for nurse practitioners. The research initiative is now complete having drawn on leading professional nursing and educational expertise across Australia and New Zealand.
The research process
The research was undertaken by an investigative team led by Dr Glen Gardner, Professor of Clinical Nursing at Queensland University of Technology and Royal Brisbane and Women's Hospital. Dr Gardner was joined on the project team by Dr Jenny Carryer, Dr Sandra Dunn and Dr Anne Gardner. The project was overseen by an expert Steering Committee established by the ANMC.
The outcomes from the project were the production of a report, and the development of competency standards for Nurse Practitioners. The report provides a detailed account of the prevailing legislative context for nurse practitioners, the methods employed in the study and the processes involved, particularly the consultative process and the contribution made by nurse practitioners through their participation in the study.
The development of generic competency standards for nurse practitioners, standards for nurse practitioner education and strategies for assessment and evaluation of nurse practitioner candidates are principal outcomes achieved by the project.
The core role of the nurse practitioner as derived from the research findings and as articulated in the Report encompass the areas of Dynamic Practice, Professional Efficacy and Clinical Leadership. These areas of practice provide the competency framework for the role. The Report also includes excerpts from interviews with nurse practitioners which readers will find both inspiring and informative.
Nurses and nursing students will be especially interested in the background discussion which provides an excellent overview of the evolution of the role, nationally and internationally. Further, the research process adopted for the project, together with the extensive reference list which provides a useful guide to the relevant literature on this topic, will be of particular interest for nurses aspiring to the nurse practitioner role and students of nursing preparing to enter the profession.
The competency standards, educational standards and the evaluative strategy proposed in the report will be of interest to all and is of particular relevance for nurse practitioners themselves, nurse administrators, educators and nurse regulators. Educators will find the proposed educational standards an excellent resource on which to consider curricula design in accordance with the emerging role and scope of practice and the expected performance outcomes of nurse practitioners. Researchers will find the report provides an important basis for further research into this emerging area of practice.
Accessing the Report and Standards
In November 2005 Council endorsed the definition and competency standards for implementations by all NMRAs. These are now available from the ANMC.
