Abstract
Any government effort to control vehicle ownership and usage will have differential impacts on the various segments of the population and thus it is important for the government to have a better understanding of the underlying demand. This paper estimates a logit model of vehicle ownership, with a specific focus on demographic characteristics, to assist policy makers in designing a more comprehensive strategy and to address someo f the issues that may arise of any ownership and usage restraint policies.
