Abstract
This paper investigates the criteria currently used by owners and their representatives for selecting bidders and contractors within the UK competitive tendering system. A series of interviews is described with eight different public client representatives and one private client representative with extensive experience in prequalification and bid evaluation processes throughout the north west of England in the North West of England in ?? 1994.
