Abstract

A brief review of developments in evaluation of e-government Websites is undertaken in order to introduce an instrument which is presently being tested for evaluating such sites. This instrument enables assessment and comparison of Websites according to criteria grouped under the categories of Security and privacy; Usability; Content; Services; Citizen participation; and Features. Examples of elements within each of the categories are described.
