Abstract
RACV commissioned CARRS-Q to undertake a review of the current Victorian drink driver offender program as part of RACV’s Road Safety Research Fund. The aim of this research was to: Determine what best practice drink drive rehabilitation is and compare this to what is currently delivered in Victoria. Obtain feedback from stakeholders and service providers on their perceptions of the effectiveness of the current Victorian program. An extensive literature review was completed, with interviews and focus groups undertaken with service administrators, service providers and magistrates. Despite the Victorian system’s comprehensive approach to drink driving, this examination found that there were a number of areas where the program could be improved. Issues discussed in the report include: the general status of the program; legislation, penalties and the judicial process; monitoring, tracking and mentoring; the content of the education course; the assessment and reporting process; referral and treatment issues; the licensing restoration process and unlicensed driving; alcohol ignition interlocks and other sanctions and finally research priorities and developmental opportunities. Based on these responses and the findings from a review of relevant international literature a comprehensive range of recommendations in relation to these themes are provided.
