This thesis by published papers takes a novel approach to examining regulation of Australian and Canadian voluntary assisted dying (‘VAD’) systems. It examines patients’ and family caregivers’ role in influencing VAD systems and argues that some patients and family caregivers should be conceived of as “regulatory actors”. Where they are behaving as regulatory actors because they want to or are supported by the system, this is positive. However, where patients and family caregivers are acting out of necessity to address identified system issues, it is incumbent on other actors (such as governments) to take action to address system issues.
